Manny Villar secures ABS-CBN frequencies; NTC allows test broadcast

 


Months before President Rodrigo Roa Duterte steps down from Malacanang, the Lopez family’s ABS-CBN Corporation will loose its much sought frequencies.

From being the real estate magnate, Manny Villar starts his journey as a media mogul – his empire continues to grow.

Manny Villar, the former Senate President has reportedly secured two television frequencies of franchise-less ABS-CBN broadcasting network and has been given authority to test broadcast.

Bilyonaryo website broke the news about Villar’s latest prize catch since ABS-CBN lost its franchise renewal bid in 2020.

In the article, Bilyonaryo reported that the National Telecommunications Commission (NTC) granted Villar’s company Advanced Media Broadcasting System Inc to use Channels 2 and 16 frequencies previously assigned to the Lopez-owned network. Documents of the latest NTC order were obtained by the Bilyonaryo.

“The Commission hereby grants Advanced Media System Inc, a provisional authority to install, operate and maintain a Digital TV (TV) broadcasting system in Metro Manila/Mega Manila using Channel 16 (482-488 MHz) with digital ERP of 10 kW for 18 months,” the NTC order read.

The commission also issued the media company a temporary permit to test broadcast using Channel 2 frequency. The permit was issued last January 6.

“This temporary permit to test broadcast is effective from 06 January 2022 until Analog Shut Off (ASO) unless sooner revoked or canceled. It is understood that the operation of the subject radio station shall be done in accordance with the existing radio laws and regulations,” the NTC order read.

In 2019, Advanced Media company got its franchise renewed for another 25 years after President Duterte signed its franchise law.

In 2020, the NTC ordered the recall the tv and radio frequencies of ABS-CBN after failing to secure congressional franchise to operate from the administration-dominated House of Representatives. The frequencies include the popular Channel 2 and 630kHz of DZMM AM station.

The commission had ordered the network to stop broadcast due to absence of a franchise. 

 

DOJ and Malacanang

“The DOJ declared that the digital TV service could be opened to new players like Advanced Media because the applicability of Memorandum Circular No. 07-12-2014 (which limits digital TV licenses only to those with analog TV operations) has been “altered by the change in factual circumstances”, specifically ABS-CBN’s franchise expiration and non-renewal by Congress,

The Office of the Executive Secretary also sent a 28 December 2021 letter ordering NTC to assign “vacated and available frequencies to qualified entities.” Executive Secretary Salvador Medialdea and Justice Secretary Menardo Guevarra are law partners” according to Bilyonaro.
