“We’re getting two French submarines along with
the full training over years of several rotations of crew,” Department of Foreign
Affairs(DFA) Secretary Teodoro Locsin Jr. said in a Twitter post on December 21.
This has been a long awaited development for
the Armed Forces of the Philippines (AFP) who lags behind in South East Asia in
terms of naval assets for its territorial as well as international seas.

Locsin announced this news while commenting on the recent interactions
of French Navy Rubis-class nuclear powered submarine (SSN) FS Émeraude with
United States and Japanese naval forces in Western Pacific.
Secretary Locsin added that “only now is a
government making the red in our flag stand for something real: the wherewithal
to make war in the national defense.”
Last month, it was announced that Naval Group, a French naval systems
provider and integrator, announced that it is opening a “representation office
in the Philippines to be operated in Manila.”
Naval Group noted that “the opening signifies
the first step of a long-term commitment of cooperation and partnership in
developing naval capabilities for the country.”

The French company added that it “aims to bring
to the Philippines its breadth of experience and unrivalled technical expertise
in ships and submarines with combat systems and all critical equipment and
services necessary to engage naval power in a theatre of operations.”
According to Naval
Group, “Scorpene submarine is capable of carrying out all types of
missions, such as anti-surface vessel warfare, anti-submarine warfare,
long-range strikes, special operations or intelligence gathering. It is
extremely stealthy and fast, and is equipped with a comprehensive range of
weapons (torpedoes, missiles, mines).”
“Over fourteen
Scorpene submarines were sold by Naval Group internationally. Naval Group is
capable of adapting it to very specifics operational and industrial
requirements, creating long term partnership of trust with navies throughout
the life of the submarine, covering the whole spectrum of development and
industrial sovereignty of each country and a user club that joins them under
common interests,” it added.
