Secretary Delfin Lorenzana himself admitted that the acquisition of the Indian
made Brahmos missile system was affected by COVID-19 pandemic.
“We really want to
buy BrahMos but because of the pandemic, we lost money to buy it,” Secretary
Lorenzana said as quoted by Manila Bulletin in an article dated November 30.
He noted that the
procurement process was actually on advanced stage. He added that India also
offered a soft loan plan.

However, the defense
chief explained that “the President does not want the next administration to
face numerous debts so we are actually caught in a dilemma on what to do. We
could avail of the loan but we do not want to be criticized by the next
administration.”
“So the entire process of procuring Brahmos was stopped because we no longer
have the money for that,” Lorenzana said.
The Defense
Secretary in 2019 said that the contract for BrahMos missile system
for Philippine Army was expected to be signed first half of 2020.
