The result would have
been different if the Senate was the one who conducted the committee hearings,
for one it would be headed by senator Grace Poe.
But as mandated by the
1987 Constitution, the House of Representatives is the sole body that can hear
and grant franchise to tv/radio networks.
Senator Poe, has been
known to have deep ties with the Lopez-controlled ABS-CBN Corporation made
public her sentiments and expressed concern over the “high and unforgiving bar”
set by the House of Representatives for future franchise applicants after they
denied the ABS-CBN’s bid for an application.

“The House has indeed
set a high and unforgiving bar in approving franchises. This may affect current
active franchises,” she said.
In a historic event,
the Kapamilya network was denied of a new 25 year legislative franchise, the
House legislative franchises committee voted 70-11, favoring
the denial of a new franchise due to various legal violations.
Among the supposed violations allegedly committed by the Kapamilya
network includes ABS-CBN’s sale of Philippine Depositary Receipts to foreign
investors, its use of tax avoidance schemes and the dual citizenship of the
network’s chairman emeritus, Gabby Lopez.
