House Speaker Alan Peter Cayetano fully
agrees that “activism is not terrorism,” he reminds activists not to let
terrorists “hide within their ranks.”
The Speaker during his sine die
adjournment speech said, “Terrorism is not activism so in the same way that we
should not persecute or go after the activists in the guise that they are
terrorists, kayong mga aktibista, do not allow the terrorists to hide within
your ranks.”
Cayetano
makes Marawi city as a prime example where most citizens are law-abiding and were
fighting against “traditional and historic injustices” against Muslim Filipinos.

Islamic
extremists “inserted” themselves and made known their ideology to some of the
locals in the community, the result was the city was in a five-month battle
ground in 2017.
The House
was able to pass the bill on its third reading despite the ongoing COVID-19
pandemic, when signed it will amend the Human Security Act of 2017.
Critics of
the bill from the leftist leaning congressmen and to the different human rights
group have sounded the alarm that it will trample and violate some
Constitutionally protected civil rights.
