Senator Panfilo “Ping”
Lacson has his own opinion when the Presidential Anti-Corruption Commission
(PACC) Commissioner Manuelito Luna urged the National Bureau of
Investigation (NBI) to investigate Vice President Maria Leonor “Leni”
Robredo’s action competing with national government on COVID-19 response.
In his tweet he said “PACC’s
COVID-19 Motto: “LAHAT NG TUTULONG, IKUKULONG”
However the it was only
the opinion of one commissioner and not that of the whole office as clarified
by PACC Commissioner Greco Belgica, as he explains that it was the personal opinion
of Luna.

“PACC is not asking anyone to
investigate VP Leni Robredo. On the other hand, we are thankful to everyone who
are helping the front liners and the needy including the VP,” Belgica said
in a statement.
“It was a personal opinion and
request made by one of the Commissioners of PACC that does not reflect the
sentiments of the Commission,” he added
Commissioner Manuelito Luna earlier
said “The National Bureau of Investigation should investigate Vice-President
Leni Robredo for illegal solicitations, actions that compete with, or
calculated to undermine, national government efforts in this time of public
health emergency or national calamities, such as OVP’s free shuttle service and
dormitories for health workers, and PPEs for health workers.”
“Being a part of the national
government, Robredo is barred from competing with the DOH (Department of
Health), DSWD (Department of Social Welfare and Development) and OCD (Office of
Civil Defense/NDRRMC (National Disaster Risk Reduction and Management Council
(NDRRMC), or undermining their efforts, and from soliciting donations, in cash
or in kind, from the taxpaying public, especially since funds have already been
appropriated or set aside for relief assistance, disaster mitigation, rehabilitation,”
Luna added.
Luna is of the opinion
that the actions Robredo may be violating “NDRRMC [National Disaster Risk
Reduction Management Council] Law and its [Implementing] Rules and Regulations,
the Solicitation Permit Law and Related Issuances, the measures and protocols
of the Inter-Agency Task Force on the Management of Emergent Infectious
Diseases (IATF-EID) to arrest the spread of SARS-CoV-2, and for accounting.”
