Why not invest more in the country’s
research and development?
Lacson posed the idea after President Rodrigo Roa Duterte offered P10 million to any Filipino who can discover a vaccine for the novel coronavirus 2019 disease or COVID-19.

“The
President has offered P10M to whoever can develop a vaccine for COVID-19,”
Lacson said in a tweet on Thursday.
“How about investing more on R&D (research and development)
than a token annual average share of 0.4% from the GAA (General Appropriations
Act)?” he added.
The senator keeps on emphasizing the “minuscule” budget allocation for the country’s research and development, which is only 0.39 percent of the P4.1 trillion of the 2020 budget.
“We only need to look at how much the
most prosperous countries spend on R&D to see why we are among the
laggards,” Lacson.
There was an earlier pronouncement
made by President Duterte that the country will participate in the study of
possibility of finding a cure for the coronavirus as he called for cooperation
among the countries in developing the vaccine.

There was an earlier announcement made
by Presidential Spokesperson Harry Roque during April 21 press briefing.
“Inanunsyo po ng Pangulo na siya ay
mabgigibay ng pabuya na hanggang sampung milyong piso sa kahit sinong Filipino
na makakadiskubre ng vaccine laban sa COVID-19,” Secretary Roque said.
