bye Pork barrel!!!
According
to the Politiko website, President Rodrigo Roa Duterte as per the powers granted
by the Republic Act 11469 or the Bayanihan to Heal as One Act has realigned
nearly P31 billion worth of infrastructure projects– which lawmakers had hoped
to spend on their pet initiatives– to boost local government units’ (LGUs)
capacity to address the coronavirus disease 2019 (COVID-19) crisis.
Executive
Secretary Salvador Medialdea informed Department of Budget Secretary Wendel
Avisado in a memorandum dated April 6, 2020 that President Duterte has approved
the proposed grant of assistance to LGUs under the recently signed Republic Act
11469 or the Bayanihan to Heal as One Act.

According
to the report obtained by Politiko, Executive Secretary Salvador Medialdea, funds
will be from the discontinuance of P30.824-billion worth of infrastructure
projects which the Department of Budget and Management had classified as “for
later release.”

The
Executive Secretary said LGUs will receive one month’s equivalent of their
internal revenue allotment (IRA) from the money saved by the government from
the discontinued projects.
The
DBM had put the release of the P80 billion on hold instead of having President
Duterte veto the projects under the 2020 General Appropriations Act. The
congressional realignments are widely seen as pork barrel funds.
