The
Philippine News Agency, a governmental media outfit in its Facebook page posted
a message for the citizenry informing them about the implementing these social distancing measures in Metro Manila from March
15, 2020 until April 14, 2020 to contain the spread of coronavirus disease
(COVID-19) in the country:
The list of the social distancing measures are as follows.

Mass gatherings such as concerts, sporting events, movie screenings, and other
entertainment activities are prohibited. Essential work-related meetings and
religious activities may continue so long as a distance of at least one (1)
meter radius between and among those attending, is maintained during the
entirety of the event.

Local government units (LGUs) must comply with the directives of the Department
of Health (DOH) and the Department of the Interior and Local Government (DILG)
in imposing general community quarantine in their areas. Movement of people
shall be limited to accessing basic necessities and work; and uniformed
personnel and quarantine officers shall be present at border points.
- Restriction
of non-essential entry of people to the quarantined area especially those who
are at high risk of being infected (i.e., 60 years old and above,
immunocompromised or with co-morbidities and pregnant women), except health
workers; authorized government officials; those travelling for medical or
humanitarian reasons; persons transiting to airports for travel abroad; persons
providing basic services and public utilities; and essential skeletal
workforce.

Prevention of non-exit of people to the quarantined area health workers;
authorized government officials; those travelling for medical or humanitarian
reasons; persons transiting to airports for travel abroad; persons providing
basic services and public utilities; and essential skeletal workforce. All
persons leaving the contained community must be checked for signs and symptoms
(e.g., fever, respiratory symptoms, diarrhea) at exit checkpoints where
certification will be issued by the competent health authority. Persons that
are found to have COVID-19 symptoms should undergo a 14-day home based
quarantine to be monitored by the LGUs.
The
DOH and the DILG may direct an LGU to impose enhanced community quarantine
wherein strict home quarantine shall be implemented in all households,
transportation shall be suspended, provision for food and essential health
services shall be regulated, and the presence of uniformed personnel to enforce
quarantine procedures shall be heightened if the need arises.

Domestic land, air and sea travel to and from Metro Manila shall be restricted.
all workers, whether employed or self-employed, will be provisionally allowed
to travel as long as they present proof of employment/business at border
checkpoints. Movement of cargoes to and from Metro Manila shall be unhampered.
- Alternative
work arrangements , including but not limited to, work-from home, compressed
work week, staggered working hours, and creation of skeletal workforces, shall
be implemented in the Executive Branch. All members of the Philippine National
Police, the Armed Forces of the Philippines and the Philippine Coast Guard, and
health and emergency frontline services are directed to continue full
operation. The Legislative and Judicial Branches, as well as the independent
constitutional bodies are encouraged to adopt the same policy.

Flexible work arrangements are also encouraged in the private sector.
Manufacturing, retail and service establishments are advised to remain open as
long as social distancing measures are implemented.
- Mass transport facilities including LRT, MRT and PNR shall be
operational while the Department of Transportation is directed to issue social
distancing guidelines.
