The threat of cancelling the Visiting Forces Agreement (VFA)
between the Philippines and the United States of America (USA) was an
accumulation of factors and not solely
because of the US Visa cancellation of senator Ronald “Bato” Dela Rosa.
Presidential Spokesman and concurrent Presidential Legal
Adviser Atty.Salvador Panelo said the United States’ “disrespect” of Philippine sovereignty when
some US senators demanded the release of opposition senator Leila de Lima from
detention and the cancellation of government official who has had a hand in the
“illegal detention” of the president’s staunchest critic in de Lima.

The US “cannot dictate or bully us into releasing a citizen
of this country who is lawfully detained,”
The US national budget had a rider that bans the entry of
certain Duterte admin officials who had a hand in the detention of the Liberal
Party senator, and this “was tantamount to a disrespect.”
“The President feels that we cannot [just] sit down and watch
idly [by],” Panelo said.
The visa issue was the last draw that led to the decision of President Rodrigo Roa Duterte to decline US President Donald Trump’s invitation to attend the summit with leaders of the Association of Southeast Asian Nations (Asean) in Las Vegas on March 14.
“[Mr. Duterte] said he’s not going, for many reasons, which I already stated earlier. And the other reason was the cancellation of Senator Bato’s visa,” Panelo said.
