Poe tells Tugade: Emergency powers not needed to address traffic woes of MM

Senator Grace Poe hits back at Department of Transportation Arthur Tugade, for making it appear that an emergency power granted to president Rodrigo Roa Duterte is the only solution in solving the traffic woes in EDSA.

Secretary Tugade speaking in the Senate regarding the inquiry on provincial buses articulated the need for granting President Rodrigo Duterte emergency powers to solve the traffic problem in Metro Manila.

Tugade explains that the emergency power given to the Chief Executive would fast track the process of procurement and would allow the government to implement high-priority projects.

Skeptic Poe

In response to Tugade’s statement senator Poe said the emergency power could or could not have addressed the issue.

Senator was the same senator who headed the Senate when Malacanang sought for the granting of emergency powers to solve the EDSA traffic in 2016. She points out that even without such power from Congress the DOTr were still able to procure new equipment even without power.

(What you are saying that the situation of traffic might have been reduced if there were emergency powers, I said maybe, but there could have been things that did not require such for you to fix.)

(Don't blame the lack of emergecy powers for not completing your projects. You know that you don't need emergency powers to fix that.)
Tugade clarified and stressed that in the discussion of whether or not to grant emergency powers doe not only involves the EDSA traffic but will also include the Light Rail Transit Lines 1 and 2, the Metro Manila Subway project, the LRT-2 Masinag extension project and others.
