stay in jail,”
That was
the outburst by Department of Foreign Affairs Secretary Teodoro Locsin Jr.,
when he was commenting on a Karen Davilla tweet wherein the latter said only
rich and influential benefited from Republic Act No. 10592. The law expanded
good conduct time allowances, allowing for shorter prison sentence and early
release of some inmates.

Two names cropped up when it was asked who crafted the
Implementing Rulees and regulations (IRR) of RA No. 10592 – former Department
of Justice Secretary Leila De Lima and former Department of Interior and Local
Government Secretary Mar Roxas, , however, supposedly included inmates
convicted of heinous crimes as qualified to avail the benefits of the law.
“Ang malinaw sa Good Conduct Time Allowance or
GCTA Law – mas nakikinabang ang may pera at mayayaman na inmates. Sayang –
inabuso ang batas na sana’y nagbibigay ng pangalawang pagkakataon sa mga tunay
na nagbago,” Davila said.
Senate presidentTito Sotto clarified that it was
the late senator Miriam Santiago who was the author of the law,and the problems
stems out from the IRR , Locsin took back his scornful comment about the
author.

Absolutely right sir Ted Locsin. Leila de Lima and Mar Roxas were heavily on drugs when they both made the law. Ahahahahahahaga. !
