Manila Mayor Isko already met a few weeks back with US Ambassador to the
Philippines Sung Kim, wherein the latter called the former a “total rockstar.”
In an interview with reports, Moreno said he formally asked the help if
the US embassy in maing the nation’s capital flood free.
In his courtesy meeting with the Kim, he was asked how they could
extend assistance to the city government.

“Once and for all, I'm asking you to please study Manila geographically
with regard to flooding problem of the City of Manila so that once and for all
magkaroon ng (there would be a) drainage plan… catch basin, everything that
will address Manila flooding,” the mayor said.
Moreno said the Philippines experience rain eight out of 12 months so
flooding is a main concern.
“It’s going to be a perennial problem,” he said.
“It’s going to be a perennial problem,” he said.
Moreno explained that flooding in Manila usually subsides after the rain
but he’s still not satisfied with that. The local chief executive, said he is
keen on taking any solution that would address flooding in Manila even if it
takes as long as 20 years.
Classes are usually suspended when there is continuous rain in the city, as most of the schools and universities are located in the flood prone areas.
