Robredo becomes President if 'RevGov' declared by Duterte - Macalintal

Vice President Maria Leonor Robredo will be the President of the republic.
This was the conclusion of election lawyer and senatorial candidate Romulo Macalintal when asked what happens if President Rodrigo Roa duterte makes good of his threat in declaring a revolutionary war in the country.
“Magiging Presidente si Vice President Leni Robredo of a duly constituted government kasi pag siya ay gumawa ng nasabing deklarasyon, ang ibig sabihin ay he ceases to be the President of a duly constituted government,” said Otso Diretso senatorial bet Romulo Macalintal.

If a revolutionary government is declared, in effect Duterte will be the revolutionary leadr, and Robredo would ascend to become president of the duly-constituted government.
Macalintal and other Oso Diretso candidates was with the Vice President in Bohol campaigning when they got wind of the statement of the president.
“Kasi pag revolutionary government ka ay talagang wala na 'yung privilege of the writ of habeas corpus,” Macalintal added.
(If you're a revolutionary government, there really is no privilege of the writ of habeas corpus.)
Declaring a revolutionary government is not a function of the president, Macalintal said.
"If President Duterte really declares a revolutionary government, then it will be a show of force between his government and the government led by Robredo, being the successor president of a democratic government," Macalintal said.

Duterte's pronouncements was just a "knee-jerk reaction" against his critics while Aquino's revolutionary government was a result of the people's uprising to overthrow an "abusive and graft-laden government," Macalintal said.
"In a word, while President Duterte can declare a revolutionary government, it will still depend upon the people if they will accept such kind of government since the present government is the result of a democratic process as provided for under our constitution," he said.
