It took a while, but it already got President
Rodrigo Duterte’s attention.
The President just gave the orders to open an
investigation regarding the security aide of former Biliran Representative
Glenn Chong – Richard Red Santillan.
Presidential Spokesperson and Presidential Legal
Counsel Attorney Salvador Panelo made it known after serious accusations have
been made against some members of the Calabarzon (region 4-A) of the Philipiine
National Police (PNP).

"The Palace strongly denounces the brutal and
brazen incident which led to the death of Mr. Richard Red Santillan,"
Panelo said.
"President Rodrigo Roa Duterte has ordered a
fair and thorough investigation of the case until the killers, including the
mastermind, are put behind bars," Atty. Salvador added.
Allegations have floated against some of the
Calabarzon police personnel, Atty. Panelo was quoted stating that the Palace
will “let the chips fall as they may.”
"As we know by now, PRRD does not condone
erring men in uniform who grossly violate the law," Atty. Panelo said.
PAO Forensics
Public Attorney’s Office forensics chief Erwin Erfe said that Red Santillan could
have been tortured before being killed.
Dr. Erfe said the Santillan’s body bore 63 wounds
and had fracture and puncture injuries in the head, chest, and abdomen which
are tell tale signs of torture.
Santillan, Atty. Glen Chong’s security aide was
killed in an alleged encounter with the members of the PNP Cainta, Rizal
last Dec. 10.
