President Duterte
during his televised one on one talk with Chief Presidential Legal Counsel
Salvador Panelo said the country will have its third major telecommunications
player by December.
He said that he
will select the offer of the bidder with the ‘best track record.”

The entry of a
third player has long been anticipated since, the two existing Telco giants
Smart and Globe has been lording the country for the last couple of years.
“Late, early
November, pag wala pa (if there’s no decision yet), I’ll take over. Ilagay ko
iyan sa Office of the President. And I will invite all the businessmen and I
will decide in front of them kung sino (who it will be),” Duterte said after
Panelo asked the status of the potential entry of a third telco company in the
country.
“I will resolve
it by late October or early November. By Christmas, alam na ng mga tao kung
sino na ang (the people will know the) third player,” he added.
Department of
Information and Communications Technology (DICT) was quoted to have said that
it aims to finish the selection process before the end of 2018.
DICT was
originally was set to finish the selection before the President gave his 3rs State
of the nation address.
President Duterte
told PAnelo that if forced by circumstances, he will place the selection
process under the Office of the President (OP).
“Give me your
position papers. I’ll read it, give me about 30 minutes then I’ll come back and
tell them. I will decide. ‘Yun na at ibigay na ‘yung linya (That’s it and the
line will be given),” he said.
Eliseo Rio, DICT
officer – in –charge said, the 3rd Telco player is expected to
secure a congressional franchise and should be able to spend at least P500
billion over five years.
